According to what Renaud Lavoie mentioned on BPM Sports Tuesday morning, Guerin called the NHL to ask for the rosters to expand from 23 players to 25.

The purpose of this request: to have Cole Caufield in Ottawa and avoid having to call him up in case of an injury emergency.
